Needs assessment is often an undervalued stage in improvement planning, with decision makers being reluctant to invest resource on 'what we already know'. 

However service needs change rapidly - technology creates both better access and barriers, and the legacy of the recent pandemic has created untold stress and new 'needs' for service user and provider alike.

The impact of interventions and service outcomes are not always straightforward to assess - evolving with changing behaviour, consumer expectations and demand.

MLR>> have a track record in gathering and then translating ‘needs’ into relevant recommendations for change. We have undertaken numerous impact analysis exercises (for example, with asylum seekers), and applied outcome assessment in various settings - from community safety through to heritage projects.
